Do some products labelled as 'gluten-free' contain some gluten?

Since January 2012 all products labelled 'gluten-free' have to adhere to a European Codex Standard which sets the maximum amount of gluten allowed in these products to be no more than 20 parts per million in each final product. That's the same as 0.002% or 0.002g per 100g of food.
